How NESC Helps Government Clients

Compensation Studies
It was determined by a large New Jersey county that a compensation study of several units within the county operations would be desirable to ensure that staff compensation was competitive to attract qualified employee candidates. NESC provided a comprehensive analysis of compensation with appropriate comparative information.


Marketing Planning and Guidance
A New York-based recycling operation supported in partnership with a municipal agency reached out to NESC for assistance in the development of a comprehensive marketing plan designed to increase visibility among potential clients. NESC marketing consultants created a customized marketing plan and provided ongoing training for plan implementation and staff skills development.


Shared Services
NESC worked with a consortium of 10 municipalities to recommend cost reduction measures through the sharing of services and the consolidation of specific operations that could be combined for the benefit of all the municipalities. The seven-person NESC consulting team analyzed a broad range of services and developed highly specific recommendations including the sharing of services in street maintenance, sewer repairs, garbage collection, vehicle maintenance and repair, and purchasing. In addition, recommendations were made regarding the need to address regulations which hinder the ability of municipalities to share services and combine operations for the purpose of efficiency and cost savings.


Organization Assessment
A county-wide economic development organization used NESC consulting expertise to evaluate its organization including the overall organization design, reporting relationships, current capacity and long-term succession planning needs. As part of the consultancy, NESC also redefined position descriptions and responsibilities, and recommended measures to ensure the continued professional development of key management staff.


Facilities Management
NESC assisted the board of a Connecticut municipality in evaluating facilities management concepts. The project involved a comparative study of how towns of similar size manage major construction projects.


Executive Search
For a Connecticut municipality that needed to upgrade its financial systems and procedures, NESC recruited a Chief Financial Officer.
